Sandy Springs Selects Reeves Young to Construct Public Safety Building

September 22, 2021

SANDY SPRINGS, Ga. (Sept. 21, 2021) — The Sandy Springs Public Facilities Authority has approved the selection of Reeves Young, LLC as the Construction Manager at Risk to construct a new public safety building.

“I’m pleased we were able to select a strong construction partner for our new public safety building,” said Mayor Rusty Paul. “Reeves Young has extensive experience specific to public safety building projects and we are excited to work with them to construct a first-class facility.”

The City conducted a two-step solicitation process to select a construction firm with the capacity and demonstrated experience to provide construction manager at risk services for the new public safety building, which will be located at 620 Morgan Falls Road.

The first step was a Request for Qualifications followed by a Request for Proposals. On April 7, 2021, the City issued the RFQC to seek Statements of Qualifications from highly qualified and experienced firms to perform the services described in the RFQC.

The City received responses from 12 firms and formed an evaluation committee to evaluate the responses using a criteria set forth in the RFQC. Through that process the committee passed eight firms, and on June 10, 2021 the City issued a RFP to seek proposals from the eight qualifying firms. After initial scoring of the eight proposals the committee selected the three highest ranking offers and invited the firms to in-person presentations.

Following presentations, the evaluation committee discussed each presenting firm to determine a final ranking. After taking into account information and clarification gained in the presentations, the evaluation committee determined that Reeves Young received the highest rankings. Importantly, Reeves Young provided examples of projects (including public safety projects) of similar size and scope as the project. This firm has completed:

    • 20 public safety building projects in Georgia
    • 250+ construction manager at risk projects
    • 27+ renovation projects

Proposed elements of the public safety building include a renovation of an existing office building to include police headquarters and courts, along with the addition of a sally port, fleet maintenance building and a police auxiliary building.
