City of Sandy Springs Launches Digital Innovation Initiative to Drive Smart City Transformation

May 20, 2025

The City of Sandy Springs is taking a major step toward digital transformation with the launch of its new Digital Innovation Initiative. Led by Keith McMellen, the City's recently appointed Director of Data Strategy, Analytics, and AI Integration, the initiative unites technical teams across multiple departments to develop a comprehensive strategy, identify opportunities, and implement data-driven solutions that enhance services for residents.

"Sandy Springs is unique," said City Manager Eden Freeman. "From our Mayor and City Council to staff at every level, there is a strong, shared commitment to embracing change and innovation. While we are still in the early stages of developing our strategy, we clearly see the transformative potential of AI. That's why we're making thoughtful investments in leadership roles like Keith's, and in resources that will position us at the forefront of digital innovation."

McMellen, who joined the City in early 2025, brings more than two decades of experience in the public and private sectors. His previous leadership roles at CP Kelco, Colonial Pipeline, and Intercontinental Exchange have equipped him with deep expertise in data architecture, governance, visualization, and AI integration. He has led high-performing teams, modernized enterprise data systems, and delivered impactful business intelligence solutions throughout his career and now for the City of Sandy Springs.

The Digital Innovation Initiative is structured for collaboration and execution. A Steering Committee, comprised of City Management and department heads, provides strategic direction, while a Technical Working Group recommends and implements solutions. Additionally, the Digital Development Team, an interdepartmental unit within the Communications and IT departments, focuses on creating software and information systems tailored to the City's unique operational and community needs.

Currently, Sandy Springs utilizes AI-powered data across various departments, including GIS, Fire, IT, Communications, and more. The new initiative will build on this foundation by breaking down data silos, promoting data and AI literacy among staff, and launching a range of innovation projects to better serve the community.
