Through a partnership with the U.S. Department of Housing and Urban Development (HUD), the City of Sandy Springs uses its annual allocation of federal funds to support initiatives that are eligible for CDBG assistance. The Community Development department is responsible for the administration of this program.

2016 Consolidated Annual Performance Report (CAPER) 

The City of Sandy Springs has completed a draft of its annual performance report to the U.S. Department of Housing and Urban Development (HUD) for the 2016 Community Development Block Grant (CDBG) Program.  The Consolidated Annual Performance and Evaluation Report (CAPER) will be available for review at www.sandyspringsga.gov beginning August 1, 2017 through August 15, 2017. To review the report, select the CDBG Program on the Community Development Department’s webpage.  Comments can be emailed to cdbgprogram@sandyspringsga.gov.  The report will also be available for review and comment in hard copy from August 1, 2017 through August 15, 2017 at the following locations: Sandy Springs City Hall (7840 Roswell Road Building 500, Sandy Springs, GA 30350), Dorothy C. Benson Senior Multipurpose Complex (6500 Vernon Woods Drive, Sandy Springs, GA 30328), and Sandy Springs Library (395 Mt Vernon Highway NE, Sandy Springs, GA 30328).

Section 108 Loan Guarantee Program Application

 Sandy Springs has prepared a Section 108 Loan Guarantee Program application to the U.S. Department of Housing and Urban Development (HUD) seeking a loan advance on future Community Development Block Grant (CDBG) allocations potentially totaling $2,900,000.  To meet the requirements of the City’s Citizen Participation Plan, the City will hold a public hearing on Tuesday, June 6, 2017, at 6:00p.m. Funding will be used for a multi-year sidewalk design and construction program as described in the adopted Consolidated Plan and Annual Action Plan

As required by 24 CFR Part 91. 105 (b) (2), the draft the Section 108 application will be available for a 30-day public comment period beginning June 9, 2017 through July 10, 2017. The draft will be available at www.sandyspringsga.gov and can be accessed by selecting CDBG under Urban Development – Planning and Zoning on the City’s webpage.  Hard copies of the document can also be reviewed from June 9, 2017 through July 10, 2017 and can be found at Sandy Springs City Hall, located at the Morgan Falls Office Park, 7840 Roswell Rd., Bldg. 500; the Sandy Springs Regional Library at 395 Mt. Vernon Hwy.; and at the Benson Senior Center at 6500 Vernon Woods Drive.

 Sandy Springs ha preparado una solicitud del Programa de Garantía de Préstamos de la Sección 108 para el Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos (HUD) en busca de un préstamo para futuras asignaciones de Subsidio de Desarrollo Comunitario (CDBG) potencialmente por un total de $ 2,900,000. Sandy Springs Citizen Participation Plan Amendment  - Comments will be received until June 3, 2017

The City of Sandy Springs announces the availability of amendment to the Citizen Participation Plan required for participation in the federal Community Development Block Grant (CDBG) Program. This amendment includes additional requirements for citizen participation when conducting the Assessment of Fair Housing.  Public comments will be accepted from May 5-May 19, 2017. The deadline to submit comments has been postponed until June 3, 2017.

 The amendment is currently available for review and comment by the citizens of Sandy Springs prior to its adoption by the Sandy Springs City Council.  Adoption is scheduled for the regular City Council meeting on June 6, 2017.

 A copy of the draft Citizen Participation Plan is available at www.sandyspringsga.gov and can be accessed by selecting CDBG under Urban Development – Planning and Zoning Website on the City’s webpage, as well as, in hard copy at Sandy Springs City Hall, located at the Morgan Falls Office Park, 7840 Roswell Rd., Bldg. 500; the Sandy Springs Library at 395 Mt.  Assessment of Fair Housing (AFH)

The City of Sandy Springs is in the process of completing a draft of its Assessment of Fair Housing (AFH) to submit U.S. Department of Housing and Urban Development (HUD) by October 4, 2017. This assessment aims at identifying any barriers to fair housing choice by providing a method to identify fair housing issues, determine factors that contribute to the identified issues, and a way to develop a plan to establish fair housing goals that reduce patterns of segregation, eliminates racially and ethnically areas of poverty, reduce disparities to opportunities, and disproportionate housing needs.

 To meet the requirements of the City’s Citizen Participation Plan, the City will hold a public hearing on Tuesday, June 6, 2017, at 6:00 p.m. in City Hall located at 7840 Roswell Road, Building 500, Sandy Springs, GA, 30350.

La ciudad de Sandy Springs está preparando el reporte de Evaluación de Vivienda (AFH) para sumisión al el Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos (HUD) el 4 de octubre del 2017. Para cumplir con los requisitos del Plan de Participación Ciudadana, la ciudad celebrará una audiencia pública el día martes, 6 de junio del 2017 en el Ayuntamiento del Alcalde y Concejo Municipal. 

Esta evaluación tiene como objetivo identificar los obstáculos que influyen la elección de vivienda justa, y de esta manera determinar cuáles son los factores contribuyentes a estos, y así desarrollar un plan de acción para establecer metas que reduzcan los patrones de segregación, las áreas concentradas de pobreza basado en etnia y raza, y las disparidades a las oportunidades, y a las necesidades desproporcionadas de vivienda.

Así como es especificado en el 24 CFR Parte 91.105 (b) (2), el reporte de Evaluación de Vivienda del 2017, estará disponible a comentario público por 30 días, desde el 20 de julio del 2017 hasta el 20 de agosto del 2017. Let's Talk Housing - Assessment of Fair Housing (AFH)

 

The City of Sandy Springs is working on completing its Assessment of Fair Housing (AFH) as required by the U.S Department of Housing and Urban Development (HUD).

This assessment aims at identifying any barrier to housing opportunities within the City of Sandy Springs.

The City will host a community meeting in three location where you will have the opportunity to review data and share your opinions. As identified in the Sandy Springs "The Next 10" comprehensive plan, the community wants balanced housing choices for the future.

Hablemos de Vivienda  - Evaluación de Equidad de Vivienda (AFH)

 

La ciudad de Sandy Springs está en el proceso de completar su evaluación de equidad de vivienda según lo requerido por el Departamento de Vivienda y Desarrollo Urbano (HUD) de los Estados Unidos.

Esta evaluación tiene como objetivo identificar cuáles son los problemas que la comunidad enfrenta al momento de adquirir vivienda en la ciudad de Sandy Springs. La ciudad llevará a cabo tres reuniones comunitarias en tres lugares donde usted tendrá la oportunidad de revisar datos de la ciudad y así mismo compartir sus opiniones. Así como está identificado en el plan integrado de la ciudad, el “Next Ten,” la comunidad quiere implementar opciones de vivienda equilibrada para el futuro. Las reuniones se llevarán a cabo en las siguientes locaciones.

Draft 2017 Annual Action Plan

The City of Sandy Springs, GA has prepared its draft 2017 Annual Action Plan required for participation in the U.S. Department of Housing and Urban Development’s (HUD)  Community Development Block Grant (CDBG) Program.  The Annual Action Plan describes how the City intends to use its 2017 CDBG allocation to achieve the broad goals described in the City’s 2013-2017 Consolidating Plan.

The City of Sandy Springs anticipates in receiving CDBG funds March 2017.  The City proposes to use these funds to continue the multi-year sidewalk improvement program in designated low- and moderate-income target areas on the east and west sides of Roswell Road to improve access to commercial areas, public transit parks, and health services. The City also intends to pursue Section 108 loan to provide alternative financing for those projects.

  Anuncio para Comentario Publico del Proyecto de Plan de Accion Annual 2017 de la Ciudad de Sandy Springs

La ciudad de Sandy Springs ha preparado su proyecto  Plan de acción anual 2017 necesario para la participación en los programas del Departamento de vivienda y desarrollo urbano de subvención de desarrollo comunitario (CDBG) (HUD). El Plan de acción anual describe cómo la ciudad intenta utilizar su asignación de CDBG 2017 para lograr los objetivos generales que se describe en el Plan consolidado de 2013-2017 de la ciudad.

La ciudad de Sandy Springs anticipa recibir los CDBG fondos aproximadamente en Marzo 2017  y propone utilizar estos fondos para continuar con el programa de mejoras de aceras en áreas de bajos y moderados ingresos en el este y oeste de Roswell Road para mejorar el acceso a zonas comerciales, los servicios públicos de transporte, parques y servicios de salud para los residentes. La ciudad de Sandy Springs también tiene la intención de proseguir el préstamo de Section 108 para asi financiar estos mismos proyectos.

On May 5, 2015, the City of Sandy Springs adopted its 2015 CDBG Annual Action Plan to provide land surveying, planning and construction of sidewalk improvements in the City’s CDBG target areas in the Roswell Road corridor from Interstate 285 to Long Island Drive.  These sidewalk improvements will meet all ADA and City Overlay District Standards.  Plans developed for these improvements include the installation of pedestrian street lighting throughout the surveyed area. 
In addition, the City proposes to amend it 2015 CDBG Annual Action Plan to design, purchase, and install 20 street lights at Northridge Drive. All street lights purchased will be installed for the sidewalk project anticipated to begin in spring of 2016.
 
Adding this new activity to the 2015 CDBG Annual Action Plan represents a substantial amendment to the current Annual Action Plan. This amendment will be advertised for public comment from October 7, 2015, to November 6, 2015, prior to final adoption by Mayor and City Council on November 17, 2015, at their regular meeting at 6:00 p.m. at Sandy Springs City Hall, 7840 Roswell Road, Building 500.

City of Sandy Springs Advertisement for Public Comment - Draft 2015 Annual Action Plan

 

The City of Sandy Springs has prepared its draft 2015 Annual Action Plan required for participation in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program. The Annual Action Plan describes how the City intends to use its 2015 CDBG allocation to achieve the broad goals described in the City’s 2013-2017 Consolidated Plan.

The City of Sandy Springs anticipates receiving approximately $500,000 in 2015 CDBG funds and proposes to use these funds to continue the multi-year sidewalk improvements program in designated low- and moderate-income target areas on the east and west sides of Roswell Road to improve access to commercial areas, public transit, parks, and health services for residents.

Program History

 

CDBG-housesCreated by the Nixon Administration in 1974, the Community Development Block Grant Program or CDBG, has been a cornerstone of urban redevelopment for over 35 years.

CDBG was specifically created to meet three National Objectives that were included in the Housing and Community Development Act of 1974. Those National Objectives for CDBG require that the program:

  • Benefit residents of distressed neighborhoods who are primarily low- and moderate-income;
  • Eliminate slums and blight; or
  • Meet an urgent community need where other assistance may not be readily available.

 

At least one National Objective must be met in order to use CDBG funds for projects or programs.

Consolidated Planning for CDBG

 

hudThe CDBG Program is administered by the U.S. Department of Housing and Urban Development (HUD) through partnerships with city, county and state governments. Cities and counties with populations over 50,000 participate as Entitlement Communities; states administer the Small Cities CDBG Program and make CDBG funds available on a competitive basis to cities with populations less than 50,000. One of HUD’s requirements for participating in the CDBG Program is that each local or state government develops a plan that describes housing, homeless, community development and other special needs in the community. Sandy Springs completed its first 5-year Consolidated Plan (2008-12) on June 17, 2008. In addition to adopting a 5-year plan, an Action Plan must also be completed that describes how each year’s CDBG funds will be used to meet the goals described in the Consolidated Plan. Sandy Springs’ Consolidated Plan and the 2008, 2009 and 2010 Action Plans are available for review by clicking the “Reports and Publications” bar at the top of the page.

Sandy Springs CDBG Target Areas

 

In 2006, following the CDBG regulations, staff analyzed 2000 Census Block Group data and identified eleven Block Groups that met the Area Benefit criteria for CDBG infrastructure projects (24 CFR Part 570.208(a)(1)). In short, Area Benefit criteria require that an infrastructure project funded with CDBG meet the low- and moderate-income (LMI) national objective (there are 3 CDBG national objectives) by documenting that at least 51 percent LMI persons live in a defined area, like a Census Block Group, where an infrastructure project will be completed. Sandy Springs was also identified early in the CDBG qualification process as being an Exception Community, which means that for Area Benefit projects, Sandy Springs must meet a 41.7 percent LMI threshold instead of the required 51 percent. The eleven Block Groups that were identified in 2006 meet the 41.7 percent LMI threshold. Those eleven Block Groups are shown on Map 1 that follows.

Sandy Springs 2008-12 CDBG Infrastructure Project Update

 

As described in the 2008, 2009 and 2010 Action Plans, Sandy Springs has adopted a targeted, multi-year sidewalk improvements project for its CDBG Program. In 2008, a general area was identified for potential sidewalk improvements entered on the Pitts/Ison/Roswell Road intersection. Map 2 shows this general area.

However, in order to undertake a sidewalk construction project in this area, it was necessary to first identify existing conditions, such as utilities, driveways, curb ramps and other structures so that concept and construction plans could be developed. For the 2009 Action Plan, the Mayor and City Council approved the surveying of an area greater than the area identified on Map 2 so as to plan for future sidewalk network improvements. The area identified for surveying in the CDBG Target Areas extends from Dalrymple Road to the City’s northern boundary at the Chattahoochee River. Map 3 shows the area that was identified for surveying and sidewalk design work for CDBG-funded sidewalk improvements.

The areas highlighted in blue on the east and west sides of Roswell Road were the areas targeted for surveying and design work in the 2009 Action Plan. In order to complete this work, a contract was awarded to the design and engineering firm of Mulkey Engineers and Associates on July 21, 2009. Mulkey Engineers and Associates is a certified Women-Owned Business (WBE) whose home office is located in Raleigh, North Carolina, but whose Georgia office is in Roswell. The contract for surveying and design services was executed on August 6, 2009, for $408,195. The City’s 2008 CDBG allocation and its 2009 CDBG-R (Recovery Act) funds are being used to pay for the contract expenses. The contract is expected to be complete by August 1, 2010. To ensure that funds will be available for construction, all remaining 2008, 2009, 2009 CDBG-R and 2010 CDBG funds have been committed to Phase I construction of the sidewalk improvements, which is anticipated to cover an area from Dalrymple Road to Northridge Road in this first phase. Map 4 shows the area anticipated for Phase I construction.

Using sidewalk survey data, the area shown in Map 5 will be the location of Phase II of the sidewalk construction project that will use 2011 and 2012 CDBG funds. This area illustrates how the City is leveraging its CIP funds with CDBG funds to complete the sidewalk network in these critical target areas and improve the overall pedestrian safety in the area for all City residents and especially LMI residents living in the multifamily properties along Roswell Road. The construction focus area covers the area surveyed from Northridge Road to the city limits at the Chattahoochee River, and will include an area of sidewalk construction on the north side of Hightower Trail. The Mayor and City Council approved a non-substantial amendment to the 2008 Action Plan to add surveying and design work on the north side of Hightower Trail at their August 5, 2010, work session to improve pedestrian access to the Community Action Center (CAC). The CAC is a well-established nonprofit that provides a variety of supportive services to LMI persons in Sandy Springs.

What are the Sandy Springs CDBG Sidewalk Project’s Benefits?

 

Sandy Springs’ Mayor and City Council adopted the City’s first 5-year Consolidated Plan for the CDBG Program on June 17, 2008. The plan directs the funds received through the CDBG Program for the next 5 years to a multi-year sidewalk improvements program. In the survey area along Roswell Road shown on the maps above, residents will soon see existing sidewalks modified to meet ADA standards, which at a minimum will mean new curb ramps with detectable surfaces in certain areas making it easier for the elderly, disabled, visually impaired and those pushing strollers to use the sidewalk. In some areas, residents will also see new sidewalk installed where none currently exists to complete the sidewalk network. This new sidewalk may include curbs, gutters, drainage structures and retaining walls. Brick paving accents and pedestrian lighting will be included as part of the project in certain areas as well to improve the safety and appearance of the network. Completion of Phase I will continue the sidewalk and intersection improvements that are currently underway or already completed along Roswell Road and in other areas of the city.

When work is finished in Phase I, Sandy Springs residents can more easily and safely walk from their neighborhoods to shopping, MARTA, Morgan Falls Park, North Springs High School, Ison Elementary School and other destinations along Roswell Road. Having the option to walk can reduce traffic, improve air quality and lead to better health through exercise.

Annual Reports

 

HUD also requires that cities and counties participating in the CDBG Program publish an annual report, called the Consolidated Annual Performance and Evaluation Report (CAPER). For Sandy Springs, the report is due the last day of September each year as the City’s Consolidated Plan program year ends the last day of June. Sandy Springs follows a July 1-June 30 fiscal year. Sandy Springs’ first CAPER for the 2008 program year was adopted by the Mayor and City Council on September 15, 2009, for submission to HUD by September 30, 2009. Work to complete the City’s 2009 CAPER will begin at the close of the current fiscal year on June 30, 2010. Each year’s completed CAPER will be posted on this website.
