Wholesalers

Wholesalers selling alcoholic beverages to retailers in Sandy Springs are required to collect excise taxes. These excise taxes are required to be remitted to the City on or before the 15th day of each month, for the preceding calendar month, accompanied by a completed wholesale tax return form/s.

Failure to file a return/s, or to remit the tax, is grounds for suspension or revocation of the wholesaler’s license. Failure to pay by the due date will subject the licensee to the penalty and interest on the tax due.

Retailers

Retailers selling alcoholic beverages to the public in Sandy Springs are required to obtain an Alcoholic Beverage License. This requires an appearance at City Hall. Please come to the Business License counter in the Municipal Court entrance of City Hall (map).

Retailers selling liquor-by-the-drink to the public for consumption on premises in Sandy Springs are required to collect excise taxes. These excise taxes are required to be remitted to the City on or before the 20th day of each month, for the preceding calendar month, accompanied by a completed Retail Excise Tax Return on Liquor by the Drink.

When paid on or before the 20th of the month, the retailer may deduct and retain three percent of the first $3,000 of tax and one half percent of the amount of tax in excess of $3,000 as a vendor’s credit. Failure to pay by the due date will result in the loss of the vendor’s credit and incur penalties and interest as detailed on the tax return form.

Pouring Permits


All persons employed to dispense, sell, serve, take orders, or mix alcoholic beverages are required to hold a Pouring Permit. Persons holding managerial positions are also required to hold a pouring permit.

The cost of the permit is $50 and they are valid for one year from the date of receipt. Permits are not transferable between cities or counties.

Pouring permits can be obtained at the Sandy Springs Police Headquarters (map) from 8 a.m.-5:30 p.m.

Persons applying for a Pouring Permit shall make themselves available for photographing, fingerprinting, and such other investigation as may be required by the Sandy Springs Police Department.

You will be denied a Pouring Permit in accordance with Ord. No. 6-163 (h): A pouring permit shall not be issued if it appears that within a period of five years of the application date, the applicant has been convicted, pled guilty or entered a plea of nolo contendere to any felony, any misdemeanor involving moral turpitude, any sexual-related crime, or any criminal offense relating to alcoholic beverages, controlled substances, taxes, or gambling. A pouring permit shall not be issued if the applicant has not been released from any parole or probation prior to the filing of the application. This subsection shall apply with respect to the laws of this state, other states, the United States, and other countries. Sentencing as first offender status shall not be considered as a conviction if the sentence was successfully completed without any violation of probation and with no adjudication of guilt ever being entered.
